The Opportunity

We are recruiting for a Technical Director Buildings / MEP (Authorising Engineer – Ventilation/HVAC), a pivotal leadership role.

ABOUT THE ROLE:

The Technical Director Buildings/ MEP (Authorising Engineer – Ventilation/HVAC) provides strategic leadership, independent assurance, and authoritative technical oversight for ventilation and HVAC systems, primarily within healthcare and other high‑risk or specialist environments.

Acting in the capacity of Authorising Engineer (V), the postholder ensures that ventilation systems are safe, compliant, fit for purpose, and aligned with statutory requirements, HTMs, guidance, and industry best practice, while maintaining an overarching Technical Director Buildings / MEP remit.

The role combines corporate technical leadership, expert advisory responsibilities, and formal Authorising Engineer duties, including governance, audit, and assurance across planned, operational, and lifecycle activities.

YOUR IMPACT:

As an Authorising Engineer (Ventilation/HVAC) you will.
 
  • Act as the appointed Authorising Engineer (V) in accordance with HTM 03‑01, and related healthcare guidance.
  • Provide independent expert advice to Boards, Estates teams, Duty Holders, Responsible Persons, and Authorised Persons (Ventilation).
  • Establish, review, and maintain ventilation governance frameworks, policies, and procedures.
  • Review and approve:
    • Ventilation strategies and philosophies
    • Design intent statements
    • Risk assessments and technical justifications
    • Commissioning, verification, and validation documentation
  • Undertake technical audits, site inspections, and compliance reviews of ventilation and HVAC systems.
  • Chair or contribute to technical assurance panels, engineering safety groups, and compliance meetings.
  • Support incident investigations, system failures, and infection control risks relating to ventilation systems.

As a Technical Director – MEP / Project Manager you will.

  • Provide senior technical leadership across mechanical, electrical, and public health disciplines, with specialist authority in HVAC and ventilation.
  • Oversee the design, delivery, and performance of complex MEP systems on healthcare, laboratory, pharmaceutical, and other regulated projects.
  • Ensure ventilation and air systems are fully integrated with:
    • Fire engineering strategies
    • Infection prevention and control requirements
    • Energy and carbon reduction objectives
  • Review and technically approve:
    • Concept and detailed MEP designs
    • Technical specifications and employer’s requirements
    • Contractor proposals, value engineering, and change control
  • Lead and mentor senior engineers, Authorised Persons, and technical specialists.
  • Set technical standards, assurance processes, and quality management systems for ventilation and HVAC.
  • Act as a senior technical escalation point for complex engineering and compliance issues.
  • Support business development activities, including new business, proposal preparation and client presentations

ABOUT YOU:

Significant experience delivering and assuring ventilation systems in:

  • Acute healthcare
  • Mental health facilities
  • Laboratories / clean environments
  • Sufficient and appropriate experience, with senior technical or assurance leadership experience.
  • Detailed knowledge of:
  • HTM 03‑01 and related healthcare technical guidance
  • UK Regulations, Approved Documents, CIBSE standards
  • Ventilation safety, infection control, and system validation
  • Strong understanding of design risk management, CDM, and asset lifecycle compliance.
  • Recognised authority in ventilation and HVAC engineering.
  • Ability to provide independent, authoritative, and impartial advice.
  • Excellent written and verbal communication skills, capable of producing:
  • Technical reports
  • Strong leadership and mentoring capability.
  • High professional integrity and confidence operating in regulated environments.

QUALIFICATIONS:

  • Degree in Mechanical Engineering or closely related discipline (Master’s degree desirable).
  • Eligible and suitable for appointment as an Authorising Engineer (Ventilation) with additional training and registration as required.
  • Chartered Engineer (CEng) or working towards chartership
